how to whitelist or add exception to a domain

Hello,

May I kindly ask for help on how and where to whitelist a particular
domain or URL on ezproxy? Is it something I could add on a stanza?
The database I am referring to NBC Learn. They provided me a standard
stanza on the config.txt. However, when streaming videos on mobile
devices, it went through a different streaming domain and their tech
support suggested me adding the exception, otherwise, some mobile devices
can't play a video. But I have never added an exception before nor do I
know how to do so.
