Help needed with include file syntax on an EZproxy Windows server

We are in the process of moving our EZproxy instances from a linux server to a Windows server.

In the linux environment our user.txt files references another include file of manually maintained usernames & passwords:
::file=/home/ezproxyxx/ezproxy.user
In the Windows environment we are having trouble setting up this include file and I am hoping that someone on the list will be able to assist with the correct syntax.

We have tried using <!-- #include file="ezproxyuser.txt" --> but we are still getting the message "That username or password was incorrect. Please try again."

Any help would be very much appreciated.

In our Windows environment, our user.txt file references a number of text files with actual usernames and passwords. The statements in the user.txt file are all of the format:

::file=specialusers.txt
